INTRODUCTION介绍：

2012年11月30日国际海事组织海上安全委员会91次会议上，通过了第338号关于SOLAS 公约修正案的决议，自2014年7月1日起生效。

MSC.338(91)决议对SOLAS 公约II-2章的修订涉及第1条适用范围、第9条火灾的限制、第10条灭火、第15条指导、船上培训和演习和第20条车辆处所、特种处所和滚装处所的固定式灭火系统设置。

At the 91^st meeting on November 30, 2012, theMaritime Safety Committee of the International Maritime Organization (IMO)adopted Resolution MSC.338(91) on amendments to SOLAS Convention, which shall enterinto force on 1 July 2014.

The amendments to Chapter II-2 of SOLAS Convention relate to

Regulation 1 – Application,

Regulation 9 – Containment of fire,

Regulation 10 – Firefighting,

Regulation 15 – Instructions,onboard training and drills,

Regulation 20 – Protectionof vehicle, special category and ro–rospaces.

主要修改内容：

2012年11月30日，海安会通过MSC.338(91)号决议，对SOLAS公约第II-2章第10条进行修正，具体内容如下：

替代：

10.1 消防员装备的类型

.1 消防员装备应符合《消防安全系统规则》；和

.2 消防员装备的自给式压缩空气呼吸器应在2019年7月1日之前符合《消防安全系统规则》第3章的2.1.2.2。”

新增：

10.4 消防员通信

对于2014年7月1日或以后建造的船舶，船上每一消防队应携带至少两个双向便携式无线电话机，用于消防员的通信。这些双向便携式无线电话机应为防爆型或本质安全型。2014年7月1日以前建造的船舶，应不迟于2018年7月1日以后的第一次检验时，符合本条要求。

The Maritime Safety Committee(MSC),in the 91session adoptedthe following amendment to SOLAS regulation II-2/10：

Replaced：

10.1 Types of firefighter's outfits

.1 Fire-fighter's outfits shall comply withthe Fire Safety Systems Code;

and

.2 Self-contained compressed air breathingapparatus of fire-fighter's outfits shall comply with paragraph 2.1.2.2 ofchapter 3 of the Fire Safety Systems Code by 1 July 2019.

Added：

10.4 Fire-fighter's communication

for ships constructed on or after 01-Jul-2014, aminimum oftwo two-way portable radiotelephone apparatus for each fire party forfire-fighter’s communication shall be carried on board. Those two-way portableradiotelephone apparatus shall be of an explosion-proof type or intrinsicallysafe. Ships constructed before 01-Jul-2014 shall comply with there quirementsof this paragraph not later than the first survey after 01-Jul-2018.

（1）修改10.1款（消防员装备的类型）：

消防员装备需满足经 MSC.339(91)决议修订的FSS 规则第3章2.1.2.2条的新要求，对其压缩空气呼吸器有追溯要求,自给式消防员装备的压缩空气呼吸器应不晚于2019年7月1日满足：

2.1.2.2压缩空气呼吸器须安装声响报警器及视觉或其他装置，以便在空气瓶内的空气体积减至不少于200升前，向使用者发出警报。

Firefighter'sequipment shall meet the new requirements of Chapter 3/2.1.2.2 of FSS Code, asamended by Resolution msc.339(91), with retrospective requirements for theircompressed air breathing apparatus, and Self-contained compressed air breathing apparatus offire-fighter's outfits shall comply with paragraph 2.1.2.2 of chapter 3 of theFire Safety Systems Code by 1 July 2019:

2.1.2.2 Compressed air breathing apparatus shall be fitted with anaudible alarm and a visual or other device which will alert the user before thevolume of the air in the cylinder has been reduced to no less than 200L.

10.4消防员的通信

2018年7月1日前，船上应配备的防爆型或本质安全型无线电话，是SOLAS CII-2/R10.10.4的要求，是用于船上消防的，要注意产品证书上是否有“满足MSC.338(91)号决议”字样，依船上消防队的数量，应配备2个或4个。

注意设备防爆类型和级别应和船舶使用环境匹配，防爆等级不得低于船上防爆要求。

另外船上也应配备3台双向甚高频（two-way VHF）无线电话，这是SOLAS CIII/R6.2.1的要求，是用于船上救生的，要注意产品证书是否有“满足IMO A.809(19)或MSC.149(77)号决议”字样。

前后两种设备，虽然都是双向无线电话，但用途不同，功能不同，要求配备的数量也不同，船员在使用时应注意区分。

上述要求在最新的检验状态中备注，得到满足并经验船师检验合格后，验船师应在检验报告Form RA中对此予以描述.

10.4 Fire-fighter'scommunication

BeforeJuly 1, 2018, the explosion-proof or intrinsically safe radiotelephones onboard the ship are required by SOLAS CH II-2/R10.10.4 and are used for firefighting on board. Attention should be paid to whether the product certificatehad the words 'comply withResolution MSC.338(91)', depending on the number of fire brigades on boardthe ship. Should be equipped with 2 or 4 sets.

Note thatthe explosion-proof type and class of equipments shall match the operationenvironment on board. Explosion-proof class shall not be lower than the shipexplosion-proof requirements.

The shipshould also be equipped with three two-way VHF, which are required by the SOLASCh III/R6.2.1 to be used for life saving on board the ship. Note whether theproduct certificate contains the words 'comply with IMO A.809(19) or MSC.149(77).”

Althoughthe two kinds of equipment above are two-way radiotelephone, but have differentuses, different functions, different number of requirements, crew should payattention to distinguish in use.

The aboverequirements shall be remarked in the latest Survey Status and be found insatisfactroy condition after being inspected by the surveyor on board. Thesurveyor should describe the situation in Form RA or Form RO.
