一、来自网友的反馈信息

2016101期有这样一一个缺陷：The location sign for the enclosure of fire control plan at starboard not posted correctly.引起了大家的关注。有的读者在psc业务群里提出质疑，有的对缺陷依据有所疑问。

其实在此之前就有读者发邮件如下：

您好，某轮在宁波接受FSC检查，一项缺陷为生活区入口的防火控制图水密存放筒标贴不符合MSC.Circ451要求，查阅solas公约，第II_2章15.2.4标题提示参见A.952（23）决议，但在其下的2.4.2款中提示此风雨密盒的配置参见MSC./Circ.451。在网上一直找不到451的原文。请问该位置的标贴到底要满足哪一条？能给我分享下Circ.451的电子版吗？

Circ.451当然已经发给了网友。本期内容小编就尝试为大家回答这个问题。其实我们站有位李检查官（未征求意见大名不透露了，是位帅哥）曾就fire control plan 做过一篇论文发表在中国海事上，如果可以后期节目为大家推送。下面言归正传。

二、破题

要搞清楚防火控制图（fire control plan）、标识等问题，首先要理清该问题涉及的公约条款（包括决议、通函）。solas 1974 便有对防火控制图的控制，在solas1981修正案、solas1983、solas1991、solas1992、solas2000及solas2012中均有修正调整，展开的话太长，有兴趣的自己翻看。下面引用下其中SOLAS 1992修正案>第 II-2 章>A部分(Reg.1~22)>第20条规定：（红色字体为需要留意内容）

1 In all ships general arrangement plans shall be permanently exhibited for the guidance of the ship's officers, showing clearly for each deck the control stations, the various fire sections enclosed by "A" class divisions, the sections enclosed by "B" class divisions together with particulars of the fire detection and fire alarm systems, the sprinkler installation, the fire-extinguishing appliances, means of access to different compartments, decks, etc. and the ventilating system including particulars of the fan control positions, the position of dampers and identification numbers of the ventilating fans serving each section.Alternatively, at the discretion of the Administration, the afore mentioned details may be set out in a booklet a copy of which shall be supplied to each officer, and one copy shall at all times be available on board in an accessible position. Plans and booklets shall be kept up to date, any alterations being recorded there on as soon as practicable. Description in such plans and booklets shall be in the official language of the flag state. If the language is neither English nor French, a translation into one of those languages shall be included. In addition, instructions concerning the maintenance and operation of all the equipment and installations on board for the fighting and containmentof fire shall be kept under one cover, readily available in an accessible position.

2 In all ships a duplicate set of fire control plans or a booklet containing such plans shall be permanently stored ina prominently marked weathertight enclosure outside the deck house for the assistance of shoreside fire-fighting personnel.

3 Fire drills shall be conducted in accordance with the provisions of regulation III/18.

4 In ships carrying more than 36 passengers, plans and booklets required by this regulation shall provide the information regarding fire protection, fire detection and fire extinction based on the guidelines issued by the Organization ***.

总结起来大致规定如下 ：1、这东西很重要，贴一张，风雨密盒子里存一张。2.上面内容要准确、清晰。3、语言有要求。solas中引用通函及决议有Msc/circ.451, A.756(18)、 A.952(23)。船上的防火控制图在solas条文中的规定船舶及管理人员很重视，基本上能够满足要求，而通函中的内容往往容易犯错。

三、 MSC/Circ 451 是关于甲板上风雨密盒子里的那张图的规定。该通函的的作用是为了方便岸上消防人员的使用，需要注意的点是：

1、密封的盒子尺寸是红色的；位置应方便甲板上方便岸上消防人员取用，油船之类位置不应在 exterior boundaries of superstructure朝向 cargo tank和其3mm之内。

2、位置location sign标识尺寸不少于297 x 400 mm ，红白相间。如下：

四、防火控制图标识涉及两个决议 A.654(16) A.952(23)

在2004年1月1日以前建造的船舶可继续使用A.654(16)决议要求的符号，之后的要满足A.952(23)的要求，两通函标识要求有很大不同，这个需要特别注意。

五、回到文中开始的缺陷，如果没有circ451中提到的标识是要被开具缺陷的。另外有同志认为后面红色标识满足要求，请看A.952(23)的说明如下图：

，该标识不是位置识location sign。

另外，读者发的邮件中提到FSC检查需要满足该通函要求么？个人理解如果船旗国法规中没有引用通函是不用强制要求的。
