§1. Loading  Coal

装煤

(F-Foreman C-Chief officer)

F: Where is your loading plan, chief officer?

C: Here it is. You see, we begin with no.3 hatch and the order of loading is marked on top of each hatch. No.2 and no.5 hatches are to be loaded at two different times to keep the ship in good trim all the time. Take one copy.

F: Thank you. So, no.4 is the finishing hatch, isn’t it? I suppose you want to stop loading before topping off. Perhaps you want to check the draught and decide how much more you want to take on.

C: Yes, I do. Could you stop when the shore meter has shown 7000 tons? That means approximately 500 tons are left to load.

F: All right. It’ll be about three o’clock tomorrow morning. Does that suit you, chief officer?

C: Yes, I will be available at any time.

F: Good. I’ll let you know a short time before we stop.

C: Thank you. And please try to keep the vessel always upright.

§2. Discussing  The  Stowage(A)

F: Good morning, chief. I wish to discuss toe stowage with you.

C: Sit down, Mr. Lei.

F: Thank you. There has been a little change in the cargo booking list, chief. You now have more cargo than shown in the provisional booking list.

C: Really? Then altogether what cargoes have we got to load?

F: Here’s the new list 300 tons of raw hides, 2000 tons of copper blister, and 800 tons of sand. And here are 200 tons of scrap in iron drums.

C: 200 tons of scrap! But it can be carried on deck, can’t it?

F: No, it’s been booked for under-deck stowage.

C: But I don’t think we can find any space for it. We’ll have no choice but to carry it on deck.

F: Then you’d better speak to your agents and let them try to get the shipper’s consent.

C: Yes, we’ll put this cargo above no.5 hatch. That is the place which is least subject to the seas. And we’ll take care to cover the cargo with tarpaulin, so I hope the shipper will agree.

§3. Discussing  The  Stowage(B)

(S-Supervisor C-Chief officer)

S: The 300 tons ferry boat to be stowed aboard will be brought alongside tomorrow morning at 9:30. what is your idea about stowage?

C: We’re going to put it athwart-ships on no.2 hatch cover.

S: At right angles to the ship’s fore and aft line?

C: No at an angle of about 45 degrees. Otherwise the overhang would exceed 16 feet. The Panama canal authorities ask that overhang be less than 16 feet.

S: On which side of the ship is it to protrude?

C: Port side, because we expect the starboard side to be the weather side most of the time during the trip across the Pacific.

S: You need a lot of wire ropes for securing the cargo, don’t you?

C: Yes, and we must arrange the wires so that some of those ropes across the passage way to the forecastle can be removed when necessary. The Panama canal authorities ask that a safe passage way free of lashings and projections be provided for the men to go to the work area at the bow.

§4. Changing  The  Stowage

(C-Chief officer F-Forman   T-Third officer)

F: Chief officer, I’ve been informed that the floating crane will arrive at the ship’s side tomorrow morning.

C: That’s good. You will see to it that no trouble arises in working with the floating crane, I hope.

F: Well, I want you to make a slight change in the stowage plan, as tonight we are going to fill up the wing of the hold in the heavy hatch.

C: How do you want to change it?

F: The C.K.D(completely knocked down automobile) to be loaded in the wing of no.2 hold is delayed by the factory, so we want to take on the printing press for Kobe.

T: If we load the printing press at the bottom tier of the wing, we can’t load anything over it, so we will have a lot of broken space above it. So, we’d better take on the C.K.D that are now alongside the ship. What do you think about it?

F: But that cargo is for Yokohama.

T: You can put it in a demarcation line so that they will not get mixed.

C: That’s good idea. That settles the matter

F: Well, that’s one way of doing it.

§5. Rigging   The   Derricks

(S-Supervisor B-Boatswain)

S: How long will it take you to rig up the heavy derricks, boatswain?

B: About half an hour with all hands.

S: That’s fine.

B: What time are we going to start loading the heavy lifts?

S: About seven o’clock this evening, I believe.

B: But, it will be quite dark at that time, I’m afraid.

S: No, the sun sets about ten o’clock at this time of the year. What is the lifting capacity of your heavy derrick?

B: 20 tons. Please tell the foreman to be very careful in handling the derrick, for the cargo weight is near the limit.

S: Yes, I will.

B: Thank you. And I’ll get the derricks ready by then.

§6. Repairing   The   Derrick

(F-Forman T-Third officer)

F: The cargo runner at hatch no.1 is worn out.

T: We’ll come to inspect immediately!

F: The teeth of the winch are broken, the block is not good, and the shackle pin is bent.

T: The cargo block of the derrick was broken due to the carelessness of the workers. Why do your winch-man always handle the winches so roughly?

F: We’ll ask the winch-man to operate the machine according to the regulations.

T: Something has gone wrong with the motor. It is now under repair.

F: The ship is not quite close enough to the wharf.

T: All we need to do is to strain the head lines a little. Don’t swing more than 120 degrees.

F: Yes, I see.

T: Please tell the workers to shift the lighters backward a little. Handle the cargo with care, please.

F: Don’t stand under the load.

T: Nail up this box, please.

F: I’ll ask the workers to nail the boxes immediately.

T: It is dangerous to use the derrick for shifting because the derrick would be broken. You should follow this direction. It will save your labour and avoid damaging the cargo.

§7. Laying   Dunnage

(F-Foreman T-Third officer)

F: Do you want the dunnage here?

T: Yes, and make it double, please. For the bottom tier use the battens stacked over there. Lay them athwart-ship about 12 inches apart to give drainage. The cocoa butter should be absolutely free from water and sweat. And for the top tier,

please use the boards stacked in the wing there.

F: Do you want tarpaulins over the dunnage floor?

T: Yes, we do. So please lay the dunnage on the top tier very closely. I’ll get the tarpaulins ready as soon as you finish laying the dunnage.

F: What about the side walls? Do you want cloth wrapped on the frames and bulkheads?

T: It’s not necessary. Just vertical dunnage will do. Put dunnage against the bulkheads, stanchions and the vertical ladder so that the cargo will not come into contact with the steelwork.

F: All right, sir.

T: And please. Put the dunnage on every other tier of the cargo as you stacks up the bags.

F: Where can I get the dunnage?

T: You can get the dunnage on the tweendeck in no.2 hold. We should place one layer of dunnage for each tier of drums.

F: Does the bilge need to be dunnaged?

T: Yes, please put the canvas on the bilge, all over the lower-hold.

F: I’ll inform the workers to do it immediately.

T: The dunnage you laid are too far from each other, put them closer, please. All the iron parts in the hold should be covered with mats.

F: Must the cargo of every bill of lading be kept separate?

T: The cargo in each bill of lading must be kept separate with planks or mats.

§8. Giving  Directions  About  The  Stowage(A)

(F-Forman C-Chief officer)

F: Where do you want to put the 300 tons of bagged potash?

C: In no.2 upper tweendeck wings.

F: All along it?

C: Yes, the full length of both wings. And we shall also use the fore and after ends across. Four bags high all over.

F: Are you going to stow anything on top of the bags?

C: Yes, we’re planning to top off with general cargo at Liverpool.

F: Shall we put dunnage underneath?

C: Yes, double dunnage. The first tier athwart-ship, and the top tier fore and aft.

F: All right, sir.

C: And please don’t forget to keep 3 feet of working space between the cargo and the coaming.

§9. Giving  Directions  About  The  Stowage(B)

(F-Forman C-Chief officer   T-Third officer)

F: In which hold is this lot of cargo to be stowed?

T: This lot of cargo should be stowed on the lower tweendeck of no.2 hold and be careful not to mix up the lots. The valuable cargo should be loaded in the cabin.

F: Where should the dangerous cargo be stowed?

T: Dangerous cargo should be stowed on the back of no.1 hold.

F: What are your requirements for loading the dangerous cargo?

T: This is poisonous. You must wear a mask, this cargo is inflammable. Keep it away from the boiler.

F: The stowage of the dangerous cargo is clear, but how do we stow the equipment?

T: Stow the cargo from inside out, right to the deck-head. Please load this cargo to both wings as closely as possible.

F: We’ll be sure to do the work according to your requirements.

C: Shift the cargo to the top. Put the cargo in the corner. Stow right to the top. Please don’t block up toe way.

F: I know you requirements.

C: You have wasted a lot of space. Please stow the cargo more tightly. Put some more bags on the top. Otherwise the space won’t be enough. You’d better put some light cargo on the top.

C: How many tons does each bundle of steel plates weight?

F: A bundle of steel plates weight about 5 tons.

C: Our tweendeck only permits two bundles high for these.

F: Is it necessary to leave a walking space on the tweendeck?

C: Please fill up the empty space. There is still some space left here. Please put some here. Leave the hatchway free. Block up the fore and aft. Otherwise the cargo will more when it is shaken on the sea. The trimming is not good. The bow and stern show a difference of 10 feet in draft.

§10. Making   Separation

隔票

(F-Foreman T-Third officer)

F: Third officer, you have a number of lots of pepper for optional stowage. Where shall we put them?

T: In the temporary locker in no.2 tweendeck fore end. Stow them in blocks against the bulkhead leaving a passageway in front of the bags. And then we’ll fill up the passageway with cargo for the first port of discharge.

F: How shall we make the boundary?

T: What about painting a line across the top of each lot?

F: No, third officer. The shipper will object to putting extra marks on the bags.

T: Well, then, we’ll put a fishing net over each lot.

F: Yes, that’s the best way of making the boundary very distinct, and it also allow free circulation of air though the cargo.

§11. Securing   Heavy   Lifts

(S-Supervisor O-Chief officer   C-Carpenter)

S: I’ve arranged for the carpenters to shore up the heavy lifts that we’ve just loaded on deck. Will you show them what you want them to do when they come on board?

O: Yes, I will. And thank you for making the arrangement.

C: Good morning, chief. I’ve been told to secure the deck loads on the foredeck. I’ve already seen them, and I think we’ll shore up the heaviest piece with strong timber first. Then we’ll tie it down with wires and turnbuckles. Will you show us where to connect the wires?

O: Yes, the bosun will see to it. I’ve told him what I want done. Please try to place the turnbuckles as far ahead as possible, since we will have to tighten them up to take up the slack after several days out.

C: All right, chief. I know my job. You can leave everything to me. How many lashings do you want?

O: Forty wires for the heaviest piece only. Wires are ready on deck at no.1 hatch.

C: And what about the smaller pieces?

O: They’re all right. They’ll be secured by the crew members.

§12. Securing    Cargo

(B-Bosun C-Carpenter)

B: We’ll finish loading cargo before long, carpenter. You’d better get ready for securing the cargo.

C: All right. Which hatch will be the first to be finished, bosun?

B: No.3, I think. I suggest you start with the cartons stowed in the upper tweendeck wings. Put vertical dunnage against the blocks of cargo first, and then put up the slanting timber and insert braces between them.

C: All right. And what about the big cases in the lower hold?

B: Ah, they are machinery. They need shoring as well as ample lashings. Have you got enough timber

C: Yes, we’ve got good shoring of 6 by 8 inches. But you must supply the lashings.

B: All right. All right. We have plenty of wire ropes, clips, and turnbuckles.

C: What shall we do with the drums on deck along no.4 hatch?

B: Oh, you just put in some spacers. We’ll do the lashing.

C: All right.

好的。

§13. Discharging   Operations   In   Progress

(F-Foreman C-Chief officer)

F: Hello, chief officer. Let’s resume discharging now. please turn on the switch for the winch at no.4 hatch.

C: OK. I must bring it to your notice that some heavier-than-usual goods of consignment in no.4 hold are to be lifted. They are marked in different color on the cargo plan.

F: In that case, we have to shift the guys a bit ahead, and attach a wire preventer to the derrick head as a safety measure.

C: Don’t do that before you get permission from the duty officer. Please go and ask him to give you assistance. He is now at no.4 hatchway.

F: But we’ve told him about it and he has agreed. Now, we must have the cargo-handling gear readjusted. Look, the derrick is too high, I want it adjusted downwards. Will you lower it for us?

C: Of course. Do you want me to lower it handsomely or cheerily?

F: A little bit handsomely. Please just plumb the set of cargo and pick it up from the hold. The set is to be unloaded onto the wharf side.

C: OK, Is it all right to swing the starboard boom a little outboard?

F: Yes, that will do. Be slow but steady in landing the load. Please top the port boom inboard to plumb the next set of cargo over the hatchway.

C: Yes, we’ll adjust it right away. Don’t stand under the draft, it is dangerous. The draft will hit your head if it comes down. Why, the derrick refuses to start. What’s wrong with it?

F: There is no power to the winch at no.4 hatch. Will you please turn on the winch at once?

C: The switch is turn on, but there is no power to the winch. Something has gone wrong with the motor, I guess, I’ll get the electrician to see what the trouble is.

F: No, you needn’t do so, because the electrician just had the winch examined and found the source of the failure. He told me that the fuse-box had shorted so that no power was available for the winch and therefore the derrick had stopped running. Now the question is how long do we have to wait?

C: I suppose it won’t take long, half an hour at most for him to get the fuse element connected.

F: Will you please tell the winch-man to swing the derricks into proper position? We’ll lift the cargo with the union purchase.

C: That won’t do. The winch driver says that the winch is out of order and he can’t pay out the runner as it is quite worn out. There is more than 10 percent of broken wires in it.

F: It’s clear that all running gear should be kept well greased and lubricated. You’d better change it for a new one.

C: That’s good. I quite agree with you. And besides, the block is no good because the shackle pin is crooked. It won’t do for us to reeve the runner through the block at the top of the derrick.

F: If that’s the case, let’s stop using the derrick. Make a thorough check and put things right again as soon as possible.

C: I quit agree with you. Especially, we must change the nip to prevent chafing where the runner passes through the block. Look at the stevedores over there! They are using hooks to drag the bags along the floor from the hold wings. Most bags get considerably torn that way. You know very well that the use of hooks is strictly prohibited in discharging bagged cargo.

F: You are correct. I’ll go and tell them not to use hooks any more and I’ll get them to sort out and mend the torn bags.

C: If they insist on using hooks, we are sure to make a claim for damages.

F: There is another thing I want you to know. The lighting in the hold is very poor, even too dark to work the cargo, so the stevedores need some move lights, will you arrange for the electrician to fix up some more for us?

C: Sure, you’ll have some more lights brought in a few minutes. How many more do you want?

F: I think four will do. One thing more, you must have noticed that there are quite a lot of sweepings in the lower hold and in the tweendeck as well. How should we dispose of it?

C: They must be bagged first and then taken ashore. According to the charter party, all the sweepings should be delivered to the consignee because they form port of his cargo.

F: That’s right. I’ll assign some stevedores to collect the sweepings. Would you get some dust pans and brooms.

C: Yes, there are some in the tweendeck as well as in the forecastle. Forman, have you found any damaged cargo?

F: So far there is none, but what shall I do with the cargo if there is any?

C: Just put it aside and notify me as to where and how the cargo was damaged, and I shall ascertain who will be responsible for the damage.

F: OK. I’ll do what you’ve told me. Now, let me inform you that there are only a few slings of cargo remaining inside and so the 4 hatches will be finished on schedule at the present discharging rate.

C: Thank you, foreman, for your efforts to complete the discharging on time. It’s taken only 5 days since breaking bulk took place.

§14. Dispute  About  Cargo

(T-Tallymen C-Chief officer)

T: The vessel has just completed discharge of all the cargo, but there is some severely damaged cargo still remaining in the hold. Here are the damaged cargo list and short landed memo for you to check and sign.

C: OK, Let me go over these lists, there is so much damaged cargo that I can’t sign it. I must report the matter to the captain.

T: In my judgement, damage like this was caused by improper dunnaging and poor maintenace. It was not our stevedores’ fault.

C: It does not sound reasonable. So far as I know, all the cargo in the holds was well stowed, properly lashed and constantly kept in good ventilation. I wonder why you didn’t report the matter to me when the cargo was found damaged.

T: On the contrary, I reported it to the duty officer, and he got down in the hold and checked the damaged cargo on the spot. He agreed that it was original damaged and that no new traces were found. He told us not to land the badly damaged cargo ashore before further inspection. Let’s not argue about it any more. According to the charter party, the damaged cargo must be surveyed on the spot. So we had better submit the case to the cargo surveyor and call him aboard. He will ascertain the extent of the damaged cargo and determine who will be held responsible.

C: I agree. What you said just reminded me that it might be possible that part of the cargo got wet as a result of heavy condensation in the hold. And this was clearly indicated in our log book. Besides, we have lodged a sea protest to the port authority concerned at the last port of call.

T: So far as I know a considerable part of bagged wheat flour was spoiled in that way. So I suggest that you should make a remark on the bill of lading, quote “vessel not responsible for such mildew”.

C: That’s one thing, but it seems to me that you haven’t made any distinction between the damage originally existing and that caused by the stevedores here. You haven’t mentioned that the mishandling of the winch during unloading had done a lot of damage to both the cargo and ship. So your stevedoring company must be held responsible for such damage.

T: Yes, I see. The items specified here belong to the original damage. The items of cargo damaged by the stevedores have been noted down in another list.

C: Very well. But look here! “250 bags of chemical fertilizer got mouldy and rotten with their contents spilled”. That’s not the case. It is an exaggeration! This morning the 2 cargo surveyors appointed by the consignee boarded the ship. Their investigation proved that there are only 120 bags slightly damaged by sweat and friction, and no contents are short, so I can only sign a list that conforms with the cargo surveyor’s report.

T: Well, let’s do it if you think it worthwhile. I’ve no objection to their report. What about the crushed cases, leading drums and rusty wire coils? Will you sign those lists?

C: I’ll sign those lists if they are in agreement with the cargo surveyor’s report. Oh, look here! There are 30 cases of canned goods short-landed. That’s impossible. For such a list, I only agree to sign, “short in dispute”, for the figures of the ports of loading and discharging show a discrepancy.

T: Every body knows any short delivery of cargo will result in claims upon the ship. We should always make a comparison between the ship tally and shore tally at the end of the day, and investigate the differences immediately. So I think it necessary to retally the consignment as the discrepancy is large.

C: I know that all cargo was tallied into the holds by the ship’s personnel, and kept in good and safe condition on the voyage. So I can assure you that our figure are absolutely correct. Don’t you think there may be some mistakes in your tally sheet?

T: Excuse me, but I don’t think so, for we counted and recorded every case sling by sling. And besides we searched for the missing cargo everywhere in each hold, but nothing could be found inside.

C: I advise you to check the tally sheet again while the consignment of goods is not yet delivered. As the saying goes, “strike while the iron is hot”. Anyhow, I’ll have to sign this shipping paper by putting a remark, quote, “discharge in the port of delivery the same figures as loaded in the port of loading”. What do you think of that?

T: I’m afraid this is not acceptable. If you make a note like this, I can’t but put the remark, “signed under disagreement”, which you have to put up with whether you like it or not.

C: Let’s settle our differences by compromises. We’ll put a remark, quote, “subject to rechecked figure”.

T: That’ll do. It’s really a peaceful settlement!

C: Yes, tallyman. When will you come again and give me you tally sheet?

T: I’ll be back after I check up with the spot records.

(F-Foreman C-Chief officer)

F: Chief, I’m extremely sorry to say that your lay-time calculation is incorrect. If the notice of readiness to unload was accepted on Monday, the lay- time could not have to count earlier than from 8:00 hours.

C: I’m surprised to hear that. Here is a statement of facts for your reference. Besides, you may confirm the date and time of the delivery according to what is shown in our deck log book.

F: It is all very well but I would be obliged if you could supply me with a copy of the notice of readiness with sheet, please.

C: OK, Let me have a look at it first. Oh, a correction should be made here. Please change “lay-time” to “idle time” as you know the stevedores stood by with their arms folded for almost 3 hours after the derrick had been put out of order by them.

F: Really? I’m quite in the dark about that.

C: It’s true. I needn’t tell you about it. You may go and find it out for yourself.

F: All right. I’ll make a correction here. It’s high time that I went off, good-bye.

§15. Working  Cargo   In   The   Rain

(T-Third officer F-Foreman)

T: It’s begun to rain heavily, I think we’d better stop loading.

F: This is not so bad, third officer. We usually work in rain like this.

T: No, we must stop working at least on the cocoa butter at no.2 hatch, and on the lactose at no.3 hatch.

F: But you will not be able to sail tomorrow morning if we stop now.

T: I don’t think this rain will last long. We’ll be able to start again soon.

F: All ships work in a light rain like this at this season of the year. You see, we have only one hour before meal time. So if we stop now, we’re going to stay idle for two hours and a half. The stevedores won’t get back to work even if the rain clears up in less than half an hour.

T: But we ought to stop at least at no.2 and 3 hatches. The bags are getting badly wet all over. Stop right away! We’ll close the hatches as soon as you stop.

F: All right. But we will keep working at the other hatches, all right?

T: Yes, I’ll put on the cargo caire and keep it running to dry the cargo.

§16. Winch    Trouble
(F-Foreman O-Officer on duty)

F: Hello, sir, Send steam to no.1 winch. The steam has been shut off.

O: That’s not a steam winch, it’s an electric winch! You mean no.1 winch has stopped working?

F: Yes, It suddenly stopped running while lifting bagged beans.

O: Did it? Hmm… Could anything be wrong with the power source? No, the other winches are working. Perhaps the circuit breaker was activated. Did you put too much weight on the hook?

F: No, no. We’re working 20 bags at a time. The weight of each load should be about one ton.

O: I don’t think so. But I’ll ask the engineer. And if it should take long, I’ll let you know at once.

§17. Pilferage(A)

偷窃(A

(C-Chief officer S-Supervisor)

S: This is the new book list, chief officer, not much different from the one before.

C: Is there any special cargo?

S: There are some cartons of perfume and mm….

C: They must go into no.2 locker. Perfume is one of the most tempting cargoes to stevedores.

S: Yes, It is not necessarily valuable cargo that is likely to be pilfered, but cargo that draws their attention and is easy to carry away, such as silk goods and lighters

C: Ah! Here is some liquor cargo! This is another item that is always pilfered. Hmm, 250 tons altogether! No.2 locker is not big enough, so we’ll have to build up a temporary locker in no.3 UTD.

S: Shall I arrange for the carpenters to come on board this afternoon?

C: Yes, please. I don’t see why the shippers should advertise their goods on the export packing. What good is there in advertising to stevedores?

S: Anyway, stevedores can tell the contents by instinct whether labeled or not, chief.

§18. Pilferage(B)

偷窃(B

(T-Third officer F-Foreman)

T: I have been informed by a sailor of a pilferage in no.5 hold upper tweendeck. So I’m going there now. come with me, will you?

F: Yes, of course. I think it happened while you were in another port.

T: No, I think it happened here in this port.

F: At any rate, it will be difficult to prove, won’t it?

T: It was all right when I check a little while ago.

F: What does it contain?

T: Whisky. These guys must have done it. I see empty bottles there and some of the men are drunk.

F: Oh, damn it all! This is part of the cargo that we loaded here.

T: I’ll make up the report of stevedore damages later. And I want you to sign it. Will you come to my office later? I’ll report it to the chief mate in the meanwhile.

F: Yes, I will.

§19. Stevedores  Going  On  Strike

(A-Agent C-Chief officer)

A: I’m afraid the union will go on strike, chief.

C: When?

何时?

A: At any moment, chief. In fact they have already stopped working, and are now idle. The union leaders and the employers are meeting at this moment.

C: Don’t you suppose they’ll come to an agreement?

A: Most unlikely, chief officer.

C: But what is the strike for? More money?

A: That’s not all. It’s not easy to explain because there are several reasons. It’s partly in sympathy with the lorry drivers who are on strike now, but I think the most important reason is the new labor agreement. The current agreement is to expire next week, and they’re trying to get better working conditions when it is renewed.

C: I see. It seems that a strike like this is a unavoidable. Has our New-York officer been informed of the situation?

A: Yes, we’re awaiting their instructions on what to do when the workers have actually walked off.

C: Then there’s nothing we can do about it for the moment but to wait.
